LOU prefix (1–4): Identifies the issuing Local Operating Unit (e.g. 2138 = GLEIF Foundation, 529900 = DTCC, 3358 = London Stock Exchange).
Entity ID (5–18): Assigned by the LOU. Alphanumeric, LOU-defined.
Check digits (19–20): ISO 7064 MOD 97-10 over positions 1–18 with appended 00, then 98 minus remainder.

Lifecycle states
ISSUED — Valid, current, renewal fee paid. Use freely in all regulatory messages.
LAPSED — Renewal overdue (>365 days). Structurally valid but MiFID II / EMIR / CBPR+ will reject.
RETIRED — Entity closed/merged. Do not use for new transactions or reports.
PENDING TRANSFER — LOU transfer in progress. Verify before use.
FORMAT ERROR — Failed ISO 17442 structural or check digit validation.
