Record Index Constituents

Gives an index's constituent set, as of a stated date, its own citable execution_hash: the starting point ("what was in the index and why") that every downstream weighting or rebalance artifact cites rather than re-declaring. Accepts a supplied list of constituents (security, name, sector, country), a free-text description of the eligibility criteria applied, and the selection universe size, and attests that this exact declared set exists under this exact declared criteria. First entry of the Index/Benchmark Administrator Lineage family, alongside the forthcoming weight-computation, rebalance-evidence-pack, and correction nodes.
