Carries the SPEC.md §27 pre-transmission release gate (review_required, VAT-signer role) and rejected-batch override path (emergency_override with an evidence bundle) -- schema-only until HA-RETRO-1 builds the enforcement consumer. Never certifies tax compliance, legal validity, or clearance-platform acceptance. Zero network.
