Scope
Root node of ai-governance-framework-crosswalk chain (art-174→175→176). NIST AI RMF (2023) organises AI risk management into four core functions: GOVERN (policy, roles, culture, transparency, accountability), MAP (context, categorisation, risk identification, stakeholders), MEASURE (analysis, monitoring, testing, benchmarking), and MANAGE (response, prioritisation, treatment, residual risk).
