Scope
Step 2 of eudr-due-diligence-statement-validation chain (art-165→166→167). EUDR Art. 9(1)(d) requires plot-level geolocation: Point for plots <4 ha, Polygon with closed ring for ≥4 ha. Micro-operators (<10 employees, <€2M) may use postal address. Validates GeoJSON type, coordinate ranges, size rule, polygon closure. Feeds commodity scope classifier (art-167).
